Abstinence only legislation extra vote

Hi,
I couldn't find a facility to make use of the rule "Abstinence ....".
How/Where can one poll an extra vote?

I'll admit... I haven't actually implemented that yet. Just vote in
accordance with the rule (abstain on all except one), and I'll get the
changes done to vote calculation to look for this situation and
calculate votes accordingly, counting your extra vote on the one you
did not abstain on.
