Game Maintenance for Turn 9-4 proposals

{Rule 312} implicitly falls under administrator duties as it has to do
with voting. The time drop is set up and ready to use for next turn's
proposals.

I can handle entering point deductions for {Rule 313} And They're Off!

We'll wait to see if {Rule 314} really exists based on {Case 6001}. If
so, I would be willing to automate the point calculations.

{Rule 315} is code I already had from the prior round, so this is
fully automated. There are two "Credit" fields on draft proposals to
credit other players. If you had any non-public drafts that you would
like these fields to be added to, let me know the draft number... I
only did this for RFC drafts, and any new ones will have the fields
from the start.
