[Statement] {Proposal 314} is not valid.
[Arguments] Ouroboros was not Point King nor Whale Scum at the start of Turn 9-4, nor were there any other circumstances to grant him an extra proposal this turn. Ouroboros was Point King the prior turn, but lost that status at the end of Turn 9-3. This RFJ will clarify at which time the Point King and Whale Scum status counts in terms of getting an extra proposal. My contention is that this moment is at the start of the turn in which the proposals would be voted on.

Jef triggers 207 by submitting the RFJ. 208 is also triggered, but it
isn't a Noncept.
209 would be triggered by Judge Ouroboros if he recuses himself (as he
should).
If the ruling is appealed, whoever submits the appeal triggers 210.

On an unrelated topic, I'd just like to remind people that Rules
209-211, despite dealing with RFJs, have not yet been invoked, and are
still Noncepts. In particular, only the first paragraph (recusals) is
relevant to the status of Rule 209. The second paragraph, dealing with
rulings, is redundant, as 207 already specifies that RFJ statements are
to be judged true or false, and 113 makes it clear that anything not
regulated by the rules (such as explanatory comments) is permissible.
Therefore, there is no need for an RFJ to invoke 209. As officer, I
consider 209 to remain uninvoked until such a time as a recusal is
submitted.
