Rune spell referenda

Will there be a mechanism to submit these referenda before the
beginning of the next turn?

I was just going to ask the same thing. May be, I would post a referendum in the public forum.

I have just set up the referendum... so please submit through the web
site--there is an option for creating Rune Spells under the draft menu
now.

However, this is assuming that we have an officer to run the
subgame... will the author (Silverius) be running this?

referenda are irrelevant and {Rule 306} is a Blue Law.
