[Arguments] Ouroboros was not Point King nor Whale Scum at the start of Turn 9-4, nor were there any other circumstances to grant him an extra proposal this turn. Ouroboros was Point King the prior turn, but lost that status at the end of Turn 9-3. This RFJ will clarify at which time the Point King and Whale Scum status counts in terms of getting an extra proposal. My contention is that this moment is at the start of the turn in which the proposals would be voted on.

Just a small clarification:

Yes indeed... I had remembered to invalidate the rule it created and
the proposal, but forgot about the points--thanks for pointing this
out. I'll also have Point King and Whale Scum recalculated after
making the adjustments.
