Looney has failed to vote on the pending proposal for 3 consecutive
turns (as of the end of last turn). Therefore, he is an observer
according to Rule 215. This leaves Jef and Goos as the only remaining
players.

Therefore, the votes should have been processed this morning with that
taken into account--I will make corrections on the player status and
then recalculate the votes.
