The current implementation only allows the prediction to be set to
pass or fail. This does not work, as the rule clearly makes a
distinction between a no-prediction and a prediction with no bet. The
former is unaffected by the voting results, whereas the latter gains 1
point if correct and loses 1 if wrong. The no-prediction option needs
to be added to the drop-down menu, and should be set as the default.

Oops.... thanks... fixed now. By the way, I will be able to automate
Predictions, so it will not require an officer.
