Noncept Report

The election on Turn 9-5 triggered Noncept {Rule 213}, but there is no
bonus awarded, as the rule was not triggered by any particular player.

{Rule 304} is a Noncept, as nobody has abstained on all but one
proposal in a turn.

{Rule 305} is a Noncept, as nobody has invoked their Point King or
Whale Scum status.

{Rule 313} will become and remain a Noncept after this turn, as it has
not been triggered, and the last opportunity to ever trigger it has
passed. I marked it a Noncept early, since it wouldn't make any
difference if I waited.

A link to the Noncept page is posted on the wiki, and Jef will
probably also put one on the main site.

I added the link on the sidebar. On a game maintenance note, I'll be
in Amsterdam for the next week and a half (starting Sunday). I'll have
internet access, but no guarantees on getting anything new put into
place. This probably won't be a problem since there are no proposals
this turn, but just FYI.
