Multi datacenter Nomad & Consul

Hi, folks I'm trying to wrap my head around datacenters as applied to consul & nomad in a multi-datacenter scenario.

I want to create a HA nomad cluster in AWS that spans three availability zones in one region.  Should I set that up as three datacenters or one datacenter?  Maybe consul should be set up as a single datacenter while nomad is configured as a single large datacenter?  I want to minimize cross-zone traffic without undermining HA.

Er, by "while nomad is configured as a single large datacenter" I meant to say "three separate datacenters".  Got my brain backwards.
