Cannot install: libiconv missing on Ubuntu/bitnami

I'm a newbie struggling to get going. I've beat on this a while already, please help.

gem install nokogiri -v '1.6.4.1' fails

Building nokogiri using packaged libraries.
checking for iconv... no

xlib1g-dev is installed.

iconv.h files exist in
    /usr/include/iconv.h
    /opt/bitnami/common/include/iconv.h
