EN 15194 will be enforced beginning of 2009 - Big Change for most European E-Bikes

According to http://www.bike-eu.com it will no longer be possible to
simply importing complete e-bikes and/or components from China and
selling them in Europe. New e-bikes and motor kits will need to follow
the new EN 15194 standard for EPACs (Electrically Power Assisted
Cycles) written by CEN comittee TC333. Chairman of the comittee,
Siegfried Neuberger from German industry association Zweirad-Industrie-
Verband (ZIV), expects the safety standard to be implemented 2009.

Pedelecs and kits to be sold legally in Europe will then need CE
marking. That means, as TC333 chairman Siegfried Neuberger points out:
“Complete bikes and/or electronic/electrical subassemblies will have
to be tested.”.

The most important issue here is EMC testing. It is time consuming and
require expensive test facilities and equipment. After EMC testing has
been passed, modification that may alter EMC properites are normally
not allowed without repeating some or all of the EMC tests.

For the Nohassel project to suceed, I feel it is important that the
design is able to pass all relevant EMC test requirements, both
emission and injected electromagnetic noise. EMC compatibility needs
to be designed in from the start.
