EU is killing advanced ebikes

We need broader offering of various electrically assisted human powerd
vehicles (EAHPV) but current EU proposal make EAHPV even more
difficult to use.

Here in Europe the current ebike legislation limits the power to 250W
and the speed to 25 km/h so all other vehicles need full motorcycle
approval that often costs more than € 100 000. ETRA, the European
light vehicle traders organisation, has came with suggestions that
would broaden the appeal for ebikes by making the Pedlec type more
powerful while keeping the current speed limit. They also suggested
important changes to make it easier to get approval for faster ebikes
and.

Unfortunately, the latest proposal from EU on light vehicles including
ebikes has become a step backwards for sustainable transportation. It
has not included any of the important suggestions from ETRA to improve
ebikes. The current suggestion will make it very difficult to make or
modify ebikes in Europe. Only approved vehicle and parts will be
allowed on or off roads. And it will make it even harder to sell
ebikes.

ETRA need your backing for objecting to the latest proposal. The

Some examples that show how unfair the proposal will be:

- 250W it will give you a speed of less than 10 km/h going up a steep
hill but the danger of the ebike depends on the speed and weight of
the vehicle, not power of motor.

-All bicycle parts used on a 25 km/h, 250W limited ebike can be
normal parts but if the speed or power is larger full certification on
every item on the ebike will be required and is very costly.

-Full motorcycle certification is required for ebikes that go faster
than 45 km/h independent of weight so even if the weight and thus the
kinetic energy is less than for a normal bicycle.

In short: The current proposal will increase a much higher cost on
high-efficiency transport modes and will likely only benefit fossil
fueled vehicles.

Perhaps you know someone in the politcal system you can talk to? It is
important to keep ebike legislation as simple as possible to allow new
high-efficiency modes of transport to mature.

Når det gjelde regelverket for lette elkjøretøy er det foreløpig styrt av EU men vi kan få til regionale regler slik f.eks. Tyskland har på sykler. 
Det første burde være høyere tillatt uteffekt på motor(er) ved hastighet på maks 25 km/t.

Det må også være mulig å ta ut ubegrenset bremseeffekt via motor(er).

Det burde også være mulig med toppfart på inntil 45-60 km/t så lenge assistanse har lav effekt, feks 150-200W. Da ville velomobiler få en markedsnisje samtidig som kun kjøretøy med lav vekt og luftmotstand ville ha fordel av dette. 

Det må også bli lovlig med seriehybrid drift på sykkel og velomobil. De tre forslagene oppfor vil i praksis gjøre seriehybrid lovlig.  Seriehybrid på sykkel betyr at pedalene driver en generator som leverer strøm til framdrifta. I oppoverbakke og ved lav innsats fra syklist kan strømmen fra pedalgeneratoren assisteres fra et batteri. Batteriet lades i nedoverbakke og når syklisten lager mer strøm enn det som trengs for framdrift. 

Slike regler vil jeg ha!
