npm getaddrinfo EAGAIN error

Hi guys, Im in a company and using node js to make a https POST call service to a website, and I keep getting this error -> getaddrinfo EAGAIN. 
Is it means that it's 100% proxy error? Like what is mention in this post http://wil.boayue.com/blog/2013/06/14/using-npm-behind-a-proxy/?
The code works find in local machine but not in virtual machine, is there possibility that different approach to coding when using private network?

if you are running npm behind the proxy
try npm config list and see your proxy settings
