encoding polish letters - please help

Hi guys

I need to load csv file with polish symbols (ex. "łódź"). I tried almost every parse module. Output using fast-csv below.

What do I miss? What do I do wrong?

using 3 available encoding options ( 'utf16le', 'utf8', 'base64') i get:

[ '齤਍' ],
[ '��d�' ],
[ 's/Nknw0K' ]

not even close. I guess it's supposed to be encoded with Windows1250.

How can I handle it?
