Well, it's more off topic to be honest. This person is most likely from China and trying to access stackoverflow, a programming question site where node.js questions happen to trickle in now and then. Unfortunately it seems as though the content filters in China are blocking their access. Not anything that node.js can really do anything about to be honest.

Hi Liu,

Is this still a problem? I can put up a proxy (written in node) if
the block is permanent.

Liu: are you familiar with Tor?  You could probably find a tor bridge that your authorities haven't heard of yet.  https://www.torproject.org/index.html.en has the basics (that's the english link, I can't really help with translation);  https://www.torproject.org/docs/bridges has more information specific to what you'll need in China.
