Node.js security update for all active relesae lines, Feb 14 2024

The Node.js project released new versions of all supported release lines on February 14th 2024,  see more details in : https://nodejs.org/en/blog/vulnerability/february-2024-security-releases/

While a post to this mailing list in advance and on the day of release is part of our standard security release process, factors contributed to this not happening this time. There is work to automate our security release process which may help avoid this in the future.
