Chart Scaling Issues

I am getting this weird scaling issue when I first display my chart. I currently have 2 charts on 2 pages and whenever I switch back and forth this happens and it takes about 30 seconds to a minute to go back to the correctly scaled chart. Any ideas on why this is happening?
