I don't have any experience converting from UG to Robface, but I have converted CATIA files, Firstly you do need an additional increment on your robcad license to enable you to use CATIAV5IN, then you need to make sure that the cad translators support your version of CATIA file ,this you can check at the following directory "C:\Program Files\Tecnomatix\CADTranslators" or your equivalent installation directory you should have a list of folders like this example Cat5_R21, make sure the correct Cat5_RXX version is available for the CATIA file version you are converting
Then there are also some issues with Robcad versions below 9.1 with converting catia files, you will need to ensure you have the latest patch for your robcad version installed, this can be downloaded from the Siemens portal with your web key access account you receive when purchasing a license
