Xing mpeg encoder bug?

Hi....
Some avi files won´t be encoded to mpeg with Xing mpeg encoder 2.20
I get the message...
The video data rate is too low to encode this file.
Try encoding again using a profile with a higher video data rate.
..all the time. Does anyone know how I can encode those avi files?
I can encode those files in DVMPEG, but not in Xing 2.20
help me!
