​Dear Sarvesh ji

I am really surprised at the euphora demonstrated by Gurgaon as reported in the papers on the Swacchh Sarvekahsn ranking and Gurgaon's upgradation to 36th position out of 73 cities.

The scores given by Gurgaon citizens to a list of basic questions is pitiable, as u can see below:

Is the city always clean? 11%

Always able to find dustbins? 13%

Is there daily door to door collection? 31%

Are there toilets within 500m? 13%

Is there Basic infrastructure available at Public/Community Toilet? 9%

Have an individual household toilet? 92%


On the service level front scores, the scores are so puzzling, such as receiving 100% for information and behavior change communication.  At least I have not seen a single Swacchh Gurgaon message anywhere in the city (may be some activities were carried at Raahgiri????).  Have you? Anyway, as per the MCG Commissioner-cum-DC, public toilets will be constructed in the next 3 months.

Many thanks for sharing your comments on upgraded position of Gurgaon, as a part of commentary / email sent by Sarvesh ji ( i missed seeing it ) .
 
Your comments, on the upgraded scores, by an "Independent Observer" leave one speculating further "who and how the other Cities' scores were tabulated and by which such-like Observer/s".

Comparisons & on such a large canvass of impact-assessment in itself, leaves one wondering "which area of Gurgaon City was observed" and, as you too speculated whether, it is the Raahgiri related infinitesimal area, only.  
Congratulatory notes leave one a "wee bit cold" knowing simultaneously that, it was less than a mild winter, as it is !!     Best regards and Peace.......

Varanasi in bottom 10 in the list. Even having PM representing you in the parliament cant get your city cleaned. Not in the centre's list to look after sanitation neither PMOs job! Municipality is entrusted with the responsibility of sanitation but is politically, financially and administratively crushed. Swachh Bharat not possible without empowering municipalities. These ranking have no meaning and even if some improvement is there it is probably because some citizens got inspired by the PMs call and did their bit. But can that alone lead to transformative change in keeping public places and streets clean? Clearly no.

Let me add my two bit.
1. MCG through contractors is getting done door to door collection of garbage from some Gurgaon villages and some old Gurgaon colonies.
2. For Rahgiri, cleaning of the entire route around Galleria and Vyapar Kendra is being done regularly since more than a year by 'Clean Gurgaon' at a nominal cost.
3. If the authorities take genuine interest Gurgaon can look much better particularly since it has a supportive civil society and no financial constraint.

Dear Harish ji & Friends,
                                       Very well said Harish ji, IF only "the authorities take genuine interest Gurgaon can look much better particularly since it has a supportive civil society and no financial constraint" as said by you.
It appears, as happens in ALL Indian settings, when a VIP or a major "tamasha" is on, like a VIP-visitation for a seminar, or for our State's Big Event around 7-9 March, '16 for raising funds, in lacs of crores (!), a lot will come to pass, of course !
                         Thereafter, and as Nisha ji says, IF an empowered MCG remains "glued" to our the tabloid and laptop screens,most of that will vanish in a few weeks if not days ! 
                          Healthy competition between "smart cities" is fine as a starter and a motivator -- IT must get backed by a viable 3-4 year plan with some innovative approaches that banish IN-SANITATION  and sanity takes hold favouring those whose job is in any urban settings, worldwide.
Without any goals, objectives and funding plus monitoring...nothing will happen.

There is little point in having an elected body in a Municipality if it has no effective say/role in any matter concerning the functioning of the municipality. The councillors are peoples' chosen representatives to oversee the operations and functioning of the municipalities.
The way many cities are being run through appointed administrators without any role/ participation whatsoever of the citizens representatives is resulting in serious deficiencies in civic issues remaining unattended due to lack of accountability to the citizens. Improvement in civic issues awaits resolution of this state of affairs to begin with.
