Law, Order and Traffic in Gurgaon

Friends -- you may be interested in the following "monologue"  ---  i say that because "dialogues" do NOT exist in our not-so-smart-city... Best and Peace.

I have a few questions like many other fellow citizens living in Gurgaon and I am putitng them forward . Will be nice to hear back form the authorities on constructive steps being taken by them to curb this menace : 
1. Every second person seeking work in Gurgaon starts to drive an Auto right after stepping in form the village . How many of them are registered; have a commercial valid driving licences. 
2. Why are we looking and waiting for the at big plans to work ; like making Huda city center one way etc etc and no one can stop and prevent the notorious Auto Drivers from scattering all over the road on both sides . Causing huge jams at the Huda city center. With three police check posts at the Venue not even one police man is there to keep a check on them 
3. Why can two roads that were made one way be manned properly and maintain them to be one way traffic roads. it is a huge traffic hazard with people driving int he wrong direction 
4. Why are large trucks allowed to drive through the phase 4 inner roads and there is not a single check on them late nights or even in the day time 
5. Why is implementing rules so difficult for authorities in Gurgaon. 
Even in a place like Galleria where the so called educated people frequent the venue leave their cars parked right on the the road .
6. why is there to designated auto and taxi stands any where in Gurgaon 

Once feel sad that with so many educated people living together in a city like DLF we cannot have a civilized and a higher civic sense society

Thank you very much Sire, for sharing the intent of this subject. Sri Raghav Gupta ji has said it all. IF i may add a point or two, as follows: 1) Noise pollution -- it is earth-shaking with Traffic under the MG Rd. Metro station. A few buses use electronic horns that are banned in Delhi -- does anyone care about it, at all ? The Traffic Police -- from N-Block PS-- 2-3 of them sit in their jeep have apparently got so very used to it all, nothing disturbs them -- hence they do not think of the public they are supposed to "SERVE" ! Yes, i am being a wee bit sarcastic (82-years-old, as a citizen of Gurgaon for the past 19 years, may be excused for saying that) they alone can STOP such drivers of the buses and the others in NOT blowing the horns. 2) Loudspeakers on street light poles, put up by the police/law authorities are indeed a pain in the neck (& head) -- for what purpose, other than noise, can the ones who did it, explain WHY ? 3) Within most of the MALLs there is "noise" not enjoyable "western songs & music" while instrumental music, from East and the West could be soothing and NOT noise. Who can help propose their Managements -- to no avail. Who can get this "noise" (not music ) made better than it has been ? 
4.) The worst is how the 3-wheelers, etc. can be parked & NOT hold up traffic--as it is, opp. the Fortis Hospital and the METRO station. (Our planners cum babus have shown their disabilities, if one can say that, loud and clear.) Having spent my life in 29 countries with int. agencies and the UN, this area indeed shows we have neither any political will or wisdom nor any "urban planning".
They have left "dragons' teeth" for our Traffic Police (what is that tribe here in Gurgaon, please ??) to handle. Our "melting pot" of India, Gurgaon that is, has become our Waterloo, in within 2 decades...! Said with a sense of pain as India has excellent professionals but have NOT been involved in all of this...
