Can't use NLTK when offline?

I have all packages of NLTK toolkit downloaded, everything is green and fine. Except when I am offline the toolkit is not accessible.The corporas and modules are greyed and empty. and I get the error [Errorno 11004] getaddrinfo failed.  This is not good because many of us in the world don't have pristine internet connections. I still need to work on NLP when offline. Many times I am not offline by choice. Please someone tell me how to work around this

The nltk works without an internet connection. Naturally you need a connection to run nltk.download( ), for downloading corpora and taggers. But you only need to download any resource once, and it will be available offline from then on.
