Adding a lemmatizer for the Portuguese Language

Hi NLTK-dev community,

I've made a Lemmatizer for portuguese for a custom pipeline that I've created around NLTK and I believe that the it could be added to the existing default NLTK. Is this a feature in which you would be interested? And If so, what steps would I need to take to submit it to the oficial NLTK ?

You could submit a pull request for a new module in nltk/stem, and then post back to nltk-dev inviting feedback.
