NATIONAL CONSULTANT TO SUPPORT JUSTICE FOR CHILDREN INNITIATIVES
Background:
The Ministry of Justice and National Integration is seeking the services of a dynamic, self-motivated, and results-oriented consultant to support its initiatives related to Justice for Children.
Reporting to the Secretary of the Ministry, the successful candidate will provide support to the Ministry’s initiatives to ensure Justice for Children in general and provide specific support to strengthen
quality of services for children in contact with the Law.
Key responsibilities will include supporting:
- Drafting legal and policy development related alternatives to rehabilitation of children minimizing their deprivation of liberty.
- Development of draft policy papers and other documents as necessary to expand the scope and quality of mediation of children in conflict with the law.
- Development of draft policy papers and any other products necessary for the Ministry for inclusion of provisions related to diversion and other alternative measures to institutionalization
into draft laws.
- Collaboration with other relevant ministries, in the drafting of the Rehabilitation Policy in relation to children in conflict with the law.
- Developing modalities for collecting data related to children who present to Mediation Boards and establishing systems to track global justice for children’s indicators.
- Coordination to roll-out child witness rooms and child-friendly courts in courts.
- Organizing technical workshops and meetings with stakeholders, drafting minutes of relevant meetings for review by the Secretary of the Ministry.
Qualifications & Experience:
- Education: Attorney-at-Law, having a Bachelor’s Degree in Law and a Master’s Degree in Law, or other social science with a demonstrated
commitment to children’s rights.
- Interest:
Interest in development-related fields, justice and governance reforms, and children’s rights;
- Language skills: Excellent written and spoken proficiency in English and one of the National Languages (Sinhala / Tamil)
- Strong oral and written
communications skills and demonstrated research abilities and interest
- Experience: At least 3 years of relevant experience.
