Someone sent it to me a few hours back. I made a mental note to
forward it to all my bilingual MT-expert acquaintances with doctorates.

Well, if they don't find one, I know a bilingual computer nerd translation
expert with an all-but-thesis in AI from Roger Schank back in the AI heyday
before Roger quit AI. But said computer nerd thinks that statistical MT is
BS.
