[BUG] UTF still on in some events.

Hi,

For all of you that usually use latin1.

Could you test setting topics and if possible doing wallops with 2.0.4.
From my and my friends testing we have concluded that UF8 is still on
for topic and wallops.

And before you ask:
/charset gives latin1

And my friend uses: iso-8859-1 (which is the same).

Also while i'm at it, could there be a global charset switch... since i
i never use the connect dialog i always forget to reset it to latin1....

That works apparently. (CHARSET=latin1 xchat& that is)

I don't use the serverlist at all.
(even used servernames that isn't in the server list.)
