In France we have what are called 'free-isp', meaning you don't have to
pay a monthly charge, just the phone cost. Those are quite practical
when moving around in the country. Signups are fast, usually web-based.
Is there an equivalent somewhere around Amsterdam? I'm just looking to
get access to the net, once connected I can query my own mail server.
Thanks for any hints.

You're best bet is "hetnet" <http://www.hetnet.nl>
They have a POP in almost any place.
