Hi all (apologies for cross-posting),

 

You are probably aware that the House Oversight Committee is having a markup tomorrow, March 7th at 10 am ET on several bills, including the attached DC CRIMES Act (H.R.7430) which was officially dropped on March 5th. This is a harmful attack on DC Home Rule that rolls back key young adult sentencing reforms, undermining known best practice and making the residents of the District of Columbia less safe. The bill:

 

  • Changes DC law to limit “youth offender status” to individuals 18 years and younger, specifically repealing the requirement for the Mayor to consult with community-based organizations and other experts in the development of a strategic facilities, treatment, and services plan for young people ages 19-24.
  • Eliminates judicial discretion for probation and sentencing under the mandatory minimum for young people ages 19-24.
  • Creates an unfunded mandate for DC to create a public website on juvenile crime statistics (DC already has public dashboards available).
  • Prohibits the DC Council from making any future changes to DC’s sentencing laws and guidelines.
