The JJDP Reauthorization Act of 2025 will give greater flexibility to states for use of Title II grants; ensure the JJDPA's core protections apply to youth housed in adult prisons; bolster youth safety and staff training in state facilities; phase out the Valid Court Order exception which currently allows states to incarcerate children for status offenses like skipping school or running away when a judge issues a court order; close the non-participating-states loophole so states must comply with the Act's core protections to receive federal funding; provide needed technical fixes; and reauthorize funding for the JJDPA through FY30.
