An arrest has been made in connection with a double homicide early
Saturday morning in the Waffle House in Radcliff.

Rodshad Akeem Bowser-Highsmith, 33, of Elizabethtown, was arrested
Monday afternoon at the Elizabethtown Police Department after a warrant
was issued, Radcliff Police Chief Jeff Cross.

Bowser-Highsmith is charged with complicity to commit murder; complicity
to commit first-degree robbery; and first-degree attempted murder.

Cross said police are actively seeking a second suspect and said until
the second arrest is made, he was unwilling to release further details.

Bowser-Highsmith is accused in the shooting deaths of Carlos Devonne
Bello, 30, of Radcliff, and Shane Anthony Estrada, 18, of Radcliff. The
shooting took place shortly before 4 a.m. Saturday.

According to Bowser-Highsmith’s arrest citation, he was observed and
heard on surveillance video speaking with another subject about taking a
firearm from one of the victims - the citation does not specify which
victim.

At 3:49, Bowser-Highsmith assisted in the plan of taking the firearm and
in the process, the citation said Bello and Estrada was shot and killed.

Bowser-Highsmith also fired multiple rounds at a vehicle and at patrons
leaving the Waffle House, the citation said.

Bowser-Highsmith “freely admitted to his involvement,” the citation
said.
