The project is pretty open ended so it is suggested that the selected Ninja should do a proper due diligence before the project gets started. Having said that, not everybody is required to bombard the creator with questions related to details. You are required to quickly create a mockup (use www.gomockingbird.com) of the two pages, show some of your sites & then wait patiently for selection.

 The ideal candidate is hacker who can hack some of the available templates/themes. For the price, you are not required to design the website from scratch. So this project is not for designers. About what technology to use - please check it with the creator only once you have got the mockup in place.
