If you have found a stray and need an Animal Control Officer to respond to pick up the animal, please call the Chesapeake Police Department's Non-Emergency line at 757-382-6161 and a dispatcher will put a call on for an ACO to respond.
Under the "Free Ride Home Program" Animal Control Officers pledge that if any dog or cat is picked up for simple straying, and that animal is wearing a tag the officer can trace, or has a registered microchip, the officer will take the pet home rather than impounding it at the shelter located at 2100 S Military Highway.
Always contact the Frederick County Animal Control and Adoption Center to report a lost pet. People often confuse the shelter with The Frederick County Humane Society, which does not house stray animals. While it is helpful to contact veterinarians and rescue groups about a lost pet, and post notices on social networking websites those messages do not automatically get to us or to someone who may find your pet.
Below is a list of lost animals admitted to the shelter in the last few days. We hold lost animals for 5 days before they are available for adoption, rescue, or euthanasia. We do not euthanize healthy friendly pets but many stray animals arrive injured or sick. We will care for them as long as we are able in hopes of finding a rightful owner but in some cases this is not an option for the safety of the staff or to prevent suffering of an individual animal. We do our best to find you. Pets with microchips and ID tags have the best chance of being reunited with their families.
These are animals that are in the care of and located at Athens-Clarke County Animal Services and are still on their legal stray hold period. During this time residents can still place adoption applications on them and we will call applicants after the hold has been completed if the animal has not been reclaimed.
Injured animals are a high priority response for Animal Control Officers. A sick or injured stray animal should be reported to the Customer Call Center between 7 a.m. and 6 p.m. at 311. Report after-hour emergencies to the police department at (361) 886-2600.
Animal Rescue
An injured animal with a collar, license tag, or registered microchip can usually be traced to its owner by Animal Care Services, and most veterinarians who have scanners.
Animals without identification are considered strays. If an animal is severely injured and experiencing pain and suffering, Animal Control Officers may humanely euthanize the animal. Animal Care Services does not take in or rehabilitate owned-injured animals.
Animal Care Services does not provide euthanization services to the public. Owners must take their pet to a veterinarian.

Steps: How can we find the bug ourselves? Meet/befriend a stray pet you meet in the world. Later, when they're gone, click on them in the friendship panel and choose "Invite over to current lot". Wait until the pet arrives.
What happens when the bug occurs? The pet is no longer marked as "stray", which means that interactions like adopt are gone. The pet is still a stray if you meet them later in the world, so they did not get adopted.
What do you expect to see? I expect a pet that is a stray is still a stray whether I meet them in the world or invite them. (Yes it's weird that I can invite a stray pet but maybe I sent my own pets to get him/her?)
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

You may want me to do a separate report, @crinrict , but since this is another case of strays not being labeled as strays, I thought I'd start here first. If you want a separate thread, I'll be happy to create one.
I have a sim with the Friend of the Animals trait so I sent her to the Pupperstone Park in BB to meet animals. While in the park, multiple dogs appeared but none of them were labeled as strays. I had her interact with several of them but since I had also wanted her to adopt a stray dog, I left the park and took her to Deadgrass Isle.
Lo and behold, one of the dogs she had met in the park showed up on the island marked as a stray. It was pretty easy to get the adopt option because of the prior interaction she had with the dog at the park. Because that was the only dog to show up on the island, I don't know if any of the others that had been in the park were also strays that weren't labeled as such, or not.
I would think it is a bug for strays not to be labeled as such at all times and at all locations, rather than a "by design" issue. I shouldn't have had to travel to another location to meet the same dog the sim was already on the way to befriending while not knowing it was a stray. No adopt option appeared at the park but I'm unsure as to whether or not I had the sim interact long enough with the dog for the option to appear.
I'm not sure if it's specifically the invite action? It seems like next time I meet a stray I've been befriending, they're never a stray anymore. I need to befriend and adopt in one go, or I miss out... though sometimes the third or fourth time I meet them they're a stray again. I'm just not that patient and usually have picked a different pet by then. But even if it's just going back to the same park I met them in originally, and waiting for them to show up, they'll no longer be a stray at the second meeting. I assumed townies were adopting them.
