1.We refer to your email addressed to my colleague Mr Oommen and our
comments are as follows:
-As detailed in all our previous correspondence the Indian Administration
has delegated only some of the statutory surveys and approvals to their
recognised organistation and presently approval of Intact and Damage
stability and issuance of tonnage certificate (including verification of
tonnage computations) cannot be done by any recognised organisations.
-It is therefore concluded that all approvals for the above done by ABS
will be considered acceptable to the Indian Flag Adminstration only when
this is re-approved by DG shipping.Approval by Indian Register of shipping
is not considered acceptable to the Indian Flag Adminstration.
-It is noted from our records that the vessel was earlier flagged with
India (as the ex Jag Manek ) and possbily most of the documents like Intact
and Damage stability and tonnage computation have been approved earlier by
DG shipping.
-We would request you to forward the DG approved Intact and Damage
stability booklets to us to enable us to issue the Full Term Loadline
certificate.As indicated in your email below,the Damage stability
calculations for the vessel have been earlier approved in 1996 by DG
shipping.
-Incase these documents are not available at your end and the process of
Full Term issuance cannot be completed by the expiry of the short term
Certificate validity of 23rd October,2006 an authorisation is required from
DG shipping to enable us to issue another short term Certificate.
-The tonnage computation for Indian Flag vessels is done by the Flag
Adminstration and you may approach them for the same.Tonnage computation
done by recognised organisations is presently not considered acceptable to
the Indian Flag administration.Incase the tonnage certificate for the
vessel has been issued earlier by DG shipping and the approved tonnage
computations are available you may present all these documents to the Flag
Adminstration for the re-issue of the tonnage certificate.

Dear Mr. Oommen,

Good morning to you.

Kindly find following correspondences with ABS which says that upon
sumission of an in house Damage stability review by ABS in July 1996
Indian administration approved the final stability in a letter dated 14
Nov, 1996.

This in house review is inserted in the Intact stability booklet.

Kindly confirm wheather this particular in house review by ABS is
sufficient for issuance of International Tonnage & International Loadline
certificate.

If not Pls advise if your organisation can do the calculations required by
the Indian Administration?

Will appreciate your early response in this regard as all short term
certificates are expiring on 23rd Oct, 2006.

Dear Mr Ahmad, good morning

Sorry for the confusion created.

We need to Know if damage stability calculation was done when she named
Lustre Duckling under Panama flag and if yes please forward us a copy
Urgently.

Presently we have been advised by IRS that Tonnage certificate is held up
as this calculation has not submitted to Indian administration for
approval.

The present interim Tonnage certificate expires on 23rd Oct and we will
appreciate if you could let us know the status of our earlier request.

We are confused with your technical query and would appreciate it very
much if you could clarify.

From your previous exchanges of emails, it appears that your inquiry was
concerning the approval status of DAMAGE STABILITY for the subject
vessel. However, in your latest email below, you are inquiring on the
tonnage certification.

For your information, damage stability and tonnage certification are
entirely two different subjects.

We received following from IRS wrt issuance of International Tonnage
Certificate.
However we note that ABS issued Int Tonnage certificate under Panama
flag and there was NO DAMAGED STABILITY CALCULATIONS DONE - at least we
do not find one on board.

The refered telecon regarding the subject was with Mr. Vinay Sharma .
Please note that the vessel is assigned with Type B reduced Freeboard.
So Damage Stability as per Intenational Loadline Convention needs to be
Approved by the Administration.
Please be informed that the Booklets( Intact & damage) are required for
the issuance of Fullterm Loadline Certificate.

I am bit surprised as I have not had any telephonic conversation with
IRS to-day.

Trim and stability booklet has been submitted to DG shipping around 2
weeks back biut so far it has not been returened.

The vessel does not have adamaged stability booklet, but understand fro
ABS that these was required as vessel has been assigned with the new
regulation of not keeping less than 10% cargo in any holds.

Pl confirm if in order or does the damage stabilty calculation is still
required by flag.
