1.1R3 TK4 BUG DETECTED: creating a tag whose name exceeds the 10-character limit corrupts the tags db

Found by Dan who reports:

Trying different tags, different files. So far if I tag with too long
a name (11 characters) a box (character) shows up at the end (of the
tag). The tag works fine, but you can not delete it in the Tag
Manager. Possibly related: there is a visual glitch when you have too
many tags the list of tag sometimes comes out of the bottom of the
window and covers up the Ui's.

Later, Dan was not able to relaunch NinerPad and I am now waiting on
him to know what the "Debug" option reports.

Am now fixing. TK5 is around the corner, minutes from now.

And TK5 now sent to Dan. Waiting for his feedback.

For Thea, Roger, Mike, Ruben, Scott: TK4 still holds for now. No other
changes were made between it and TK5. But please be careful of not
entering tags longer than 10 characters pending final TK5 release
(tomorrow?).
