Since you need a drawing tool without any circuit design features (like Visio), try Inkscape, the general purpose open-source vector graphics editor. There are many free electrical symbols libraries and extensions for Inkscape, e.g. Electrical symbols library, or circuitSymbols.

There is a (small but extensible) library of symbols available. Creating diagrams using this template is slightly slower than in specialised programs, but it is very flexible and produces nice vector output.

OpenModelica exports in SVG. It has a comprehensive library of electrical, mechanical, and other multi-physics systems. It can also plot simulation results.The symbology is somewhat unique however, and it can only rotate symbols in steps of 90 degrees.

Xcircuit (Xcircuit) is meant to be used only for drawing circuits for professional publications. It is very powerful, with a huge standard library and very easy to use. It saves by default in PostScript, and it can be converted to SVG using Pstoedit. It can optionally export with any quality in PNG. It is not natively multi-platform (it is developed mainly for Linux), but it is possible to make stand-alone executables for both Windows and Mac OS X adding some libraries in it. Some of the symbols are kind of ugly.

The QCAD installation packages only contains a small set of symbols and CAD parts to demonstrate the functionality of the part library. Additional libraries may be downloaded and installed for free using the links below.

In KiCad, I mostly place components on a 0.05 inch grid, because most lead spacings are 0.1 inch or multiples of that. But I switch to a half millimeter grid for the panel hardware. To avoid having the _holes footprint disappear when updating the PCB from the schematic, I put the footprint in the PCB as a Graphic symbol from my custom symbols library.

The main thing is once you have connected line (wires) to symbols when you move the symbols the lines stay connected (this is what happens in Libre Draw/Visio) and then you have to know how to draw electrical diagrams (e.g. lines crossing don't mean they join, you insert a circular node for wire junctions, etc )
