Handy tool bundled with MS Office before changed to Picture Manager.  Some features are still outstanding.

Highlights

• Paste as new image: needn't save to a file and load it up to editing.  Picture Manager cannot do this.
• Open (hold) multiple images simultaneously.  Some screen-capture utility cannot do this.
• Image properties: can quickly change to reduce resolution.
