"Making Policy on ICTs and Climate Change in Developing Countries" is written for policy makers and policy advisers in senior climate change and ICT roles.

The guide:

- Identifies the ICTs, climate change and development (ICCD) policy actors and priorities at three levels: international, national and sub-national.

- Lays out five ICCD policy principles.

- Details the climate change issues that ICT policy should address, and the ICT issues that climate change policy should address.

- Alongside these policy content elements, describes the policy structures and policy processes that need to be in place.

- Evaluates ICCD policy benefits and risks.

- Identifies the key entry points to ICCD policy for developing country policy makers.
