We are in full agreement of the cell phone as a tool to be used during
the onset of and during a disaster where possible - particularly in
rural communities among fisher folks and farmers however some measure
of specialized adaptation is necessary.

Training in the use of these applications would be critical to make
efficient and complimentary to the different community.
