When you delete a contact, it permanently deletes it from your device. If you delete a contact from your email account, you also permanently delete the contact from all devices signed into that email account.

For example, you may want to have one list for family and friends, another list for co-workers and a third list for external contractors. You can then view and manage each list separately, email or text an entire list of contacts, and export a list to use elsewhere.

Now that your lists are set up, you want to populate them. Tap a specific list to which you want to add contacts. At the screen for the list, tap the + icon at the upper right or the link for Add Contacts.

I'm trying to figure out a good way to manage contacts for our police department. We use Maas360 for MDM. I also use Apple Business Manager. We can look up contacts for EVERY employee in the Outlook app, but I want to have a select group of contacts pre-loaded on the phone when I hand them out and I want to be able to keep this list up to date remotely and not have to edit every single phone when a number changes. I don't want to push our complete contact list to the contacts app, since they wouldn't use 80% of them. We have a number of outside contacts as well that aren't in the Outlook address book.

There are 3 methods on iphone via mdm:
push a ldap profile in the native 'mail/account' settings - the ldap account can just contain contact/address books
use a carddav server
use an app to retrieve them - in yur case outlook is an obvious choice at it will sync shared contract folders.

Advantages here include that it would not depend on what their device is or how the MDM works. Disadvantages include that you are directly modifying a user's contacts list and might end up altering something they do not want altered.

We used MaaS in the past and now we use Azure to manage the phones, it's possible to have a "work" side and a "personal" side to the phones with both of these products, in the work profile we control what apps are downloaded and which ones are automatically put on the work side as well as populating the contact list with company phone numbers and emails. Then whoever had the phone could put their own personal contacts in the contact list on the personal side which they were responsible for those contacts (although I did back them up to their Google profile. I should say we were an Android shop up until this year but I'm certain this can be done with the iPhones as well, and yes the work contact list came from M365 contact list which I know that's not really what you'd like to do but that's my suggestion - 2 separate contact lists, one you control and one the user has control over.
