Im trying to enable Voice Control on an M2 MacBook Pro running Ventura (13.2). No matter what language I select, I consistently get this message, "xyz" is the name of the language I'm trying to download: "An unexpected error occurred while downloading the Voice Control language xyz. Try again later." I've tried English - United States, English - UK, French - France, same results for all of them.
3. Since French worked first changed the computer primary language to French and rebooted. Thereafter again tried to fetch the English (UK) language but now not as primary language but as add-on language of Voice Control.
Pro Tip: System Settings > Sound > Input Volume. Here increase input volume, if Voice Control cannot hear you well, also make sure microphone is not covered when you speak to Voice Control. Minimum background noise is better, but in my experience Siri learns to ignore the background if you happen to stay in same background while you speak.

If so, you may want to temporarily disable it as this type of software can affect server communication. You may also want to restart your Mac to refresh macOS and the network connection. If you've already done that, you may want to boot in safe mode and then try downloading the Voice Control language again. Here's how if needed: Start up your Mac in safe mode.
While in Finder, Hold down the Option key then click on "Go" and select Library, inside the library folder there is a folder called "Trial". Delete that folder and then try and download the voice files. I did not have to reboot, but it might not be a bad idea to reboot after you delete the folder trial.
Thanks for trying safe mode. Since that didn't correct the issue let's try setting up a test user account and see if you get the same error message. The steps here will show you how to to set up that test user account:
I agree that it must be an Ventura problem. I've tried the following suggestions many times: a) trying to download another language, b) starting in safe mode and trying the same, and c) switching to an alternate user and trying the same. Got the same error message every time.
I am having the problem on my Mac Mini M2 that I just purchased. I have no problem with my M1 Macbook Pro in this regard. Agreed, very frustrating since this is an essential feature since Dragon for Mac was canceled.

When you turn on voice access for the first time, you are prompted to download voice access language files to be used by on-device speech recognition. Select Download to continue or Not now if you want to do it later. The download might take a few minutes.

I have a Sync 3 system installed on my Ford Fusion 13 (3.4.21265). For a reason I can not get hold of, I cannot use the voice controls properly, it seems the machine does not hear me. I used to make phone calls from my car with no problems, but I have to literally shout for the other caller to hear me. They tell me they can barely hear me as if I am calling from a distant place.
Perform a master reset on the Sync system. This will wipe all phones, etc., from the system. It will not change the asbuilt settings. Let the system reboot.
In the phone, go to your Bluetooth and delete the Sync 3 system (Your vehicle.)
Now the important part:
Shut off the vehicle.
Reboot your phone, power down completely.
Once those are rebooted, go into the phone audio section and disable the equalizer. Both Android and Apple have this, and it can be an issue with AA and CP.
Turn on vehicle. Now re-pair your phone with Sync.
