disappearing comments on Google Docs shared via classroom

I am helping another school with this issue so it may appear from them as well but here it is:

"Helping two teachers who have use the commenting feature in Documents shared via classroom to provide feedback on student writing. They provide several comments back and forth to the students and for some strange reason, the comments are disappearing for both the teachers and the students. 

I read that comments disappear for students in a document shared via classroom if they turn it in, but not for the teacher and not if students haven't marked them Turned In yet. Has anyone else run into this?

they use macbooks, chromebooks all with Chrome.

hundreds of comments for feedback are now gone but in their activity, it shows that they commented and the highlights still show but no comments. any ideas?"

Hi Jenn,

I'm wondering if someone, somewhere turned off Comment Privileges?  Seems simple, but maybe?  It would have to be someone with Owner\Editor privileges.
