Jennifer is there any way that you can change the order of the assignments in Google Classroom.  For example I can only move assignments to the top.  How can I rearrange assignments within Google Classroom without having to move them to the top?

Liam,

This is not yet a feature.  You can tag them via 'topics' and ask students to click on a topic but move to top is the only feature for 'moving.'

If you have not provided 'Feedback' please do so by clicking the feedback option in the bottom left (or right) and request that feature.  Google is aware of the need/desire for this and will address in future (hopefully!)
