Just a thought to share with you that may help get more traction with this - one of the biggest skills gaps that RI has highlighted from the business community across industries for the past 2 years and what businesses are looking for (desperately) in their employees and new hires is emotional intelligence - http://www.riedc.com/files/Defense-Skill-Gap-Final-Report-Feb2012.pdf
I have attached some slides for you to see that we use in our presentations. Environmental literacy and experiential learning builds emotional intelligence - Dan Goleman exhaustive research clearly demonstrates this - he is an expert in this field. If you can pull the research that supports the link between emotional intelligence and environmental literacy and your ELP plans I think you will begin to get more traction from business community because that is what they are asking for.
I have met with education commissioner's Gist's staff on this topic several times and it is acknowledged that no concrete curriculum is in place that teaches emotional intelligence yet everyone recognizes it is needed and business is asking for it!
Link the emotional intelligence piece to Environmental literacy and learning by DOING/solving real life environmental problems - I think you will begin to get some real attention from the business community

Just to clarify the purpose for my suggestion was just to attempt to link the NCLI and EL movement more concretely to business and business priorities - (privately held business and publicly traded companies) to help move the NCLI objective forward. In my experience of over 23 years as a financial advisor and business development expert the business community (especially Financial/Investment/Banking) has a tremendous amount of "power" when it comes to moving legislation and other agenda's forward. So, in addition to the business community clearly asking for the skills that are emotional intelligence based - across many different industries - not to mention the concurrent business sustainability and new metric movement happening now (which lines up exactly with EL and the goal and objectives of NCLI and an adoption of ELP's) you have a powerful opportunity to leverage this and get more traction in the places that have a great ability to help get it done.
I see it as a very simple analogy of right brain and left brain - we have been operating from left brain intellect (IQ) with all of our scholastic and business models and now it is quite obvious that we have to incorporate the "right" brain - or emotion which is Emotional intelligence or (EQ) in order to move both our business models and educational models forward and to be sustainable. An observation of mine is that you can't have environmental literacy without being emotional intelligence because without emotional intelligence you don't Care about the environment - you only care about the bottom line or the equivalent "test score" in the education model. The new metric movement identifies 4 vital capitals; Human Capital, Environmental Capital, Social Capital, and Financial Capital - EL and EQ build the 3 former.
..... it is no surprise that we have been striving to get this legislation passed for years and there just happens to be a huge paralleling deficit in emotional intelligence??? Build the link to the EI, get the business community on board more strongly and get them to pressure politically and I think it will be very helpful.
See the attachment - specifically the "Prices for Ecosystems Services" DOW chemical and Nature Conservancy new metric illustration - that is getting EL (EI) and business aligned through the new metric movement.

Hi Traci:
I’ve not been able to participate in many of the calls over the past few months due to me work load here, but I do skim the agendas and notes. In addition, , I have been part of several discussions about the assessment component of ELPs … as well as about the evaluation of ELPs as whole … and both of these are active, continuing discussions.
What you have asked about is tricky business, because it places us (EEers) in a similar position that we have been placing others for years. Some of what we do fit the science, social studies, language arts/English, math, PE/health standards and school curriculum. Our argument (for several decades) focused on getting EE “integrated” (or infused) into school programs … and, later, national and state standards. Today, the EE community has made substantial inroads into this agenda … to the point where we now have schools with environmental and sustainability themes (e.g., charters, magnets, schools of choice, and other themed schools such as green schools) … national recognition for these schools … and burgeoning plans in 40+ states to make further advances (ELPs).
To get to the point (yes, I’m there, finally) … we now find other ‘educational movements’ such as STEM … and other ‘educational initiatives’ such as this one … coming to the wider EE community … asking us if we can help accomplish some of the same things that hundreds, if not thousands, of EEers work hard over 3-4 decades to accomplish. On the one hand … the fact that we are being approached and asked in this manner is somewhat remarkable … but also a sign, an indicator, of how far the filed has come … thanks, in part, to the grassroots organizing and lobbying effort stimulated by NCLI.
On a micro scale, inevitably, reps in each state would need to determine the degree to which the purposes, goals, objectives, and pedagogies of interest to those involved in this emotional intelligence initiative are compatible with the various features of their state standards and draft ELP plans (e.g., in some states, this might be substantial and allow for substantial inclusion, and in others, this might be negligible and allow little room for inclusion). There has been a lot of thought and effort put into shaping each ELP … and it up to each state to decide.
On a macro scale … I get concerned whenever anyone wants to put something before or add something to environmental literacy (EL). To some extent, EL is a debated and even contested concept … as we found out while working on the EL Assessment Framework in 2011-12. It COULD mean almost anything to anyone … in which case, it could easily lose the core of it essence or focus. We attempted to combat this by seeking out the research base for what belonged in an EL framework … what might be added pending clearer research evidence …, and what seemed less relevant to EL. In this specific instance … I’d be very interested to listen to informed discussion on questions such as these:
* How well define are the goals and pedagogies of emotional intelligence?
* What is the supporting research base for emotional intelligence (e.g., in much the same way at how the research base for sense of place evolved)?
* is that work clearly tied to existing or emerging theories or learning … and do those theories make sense to/resonate with the EE community?
Perhaps more (or most) importantly, I think it would be appropriate to engage in an in-depth and extended discussion on this questions regarding the
Interface of emotional intelligence and EL:
* To what extent does this work in emotional intelligence related directly or indirectly to recognized affective components of EL (e.g., components in the
affective domain/dispositions arena such as env. sensitivity, env. attitudes/concern/worldview, personal responsibility/norms, self-efficacy and locus of
control, and willingness to participate/act)?
These are some of the relevant questions that I think we, as an educational community and field, might ask ourselves when something like this has been posed to/asked of us.
