Need help with ID

I need help with identifying these water birds, observed in flight at Odiorne State Park this afternoon... https://www.baconti.com/inflight.jpg  Image is blurry but the markings are distinctive and with yellow bills.  I haven't yet been able to find anything comparable online or in my bird books.  Thank you.
