Surprising tanager behavior

This morning I saw an adult male scarlet tanager gleaning insects and caterpillars from a clump of milkweed plants on my farm in Sullivan.  I've never seen this species feeding at ground level before.    It was in the vicinity of a couple of eastern phoebes who were doing the same.
