I am pleased to announce a new Global Call for Proposals for a technical assistance project with fieldwork in Vietnam.

Please read this email carefully as it details all the instructions you need and below, we provide the key information for this call for proposals as follow: 

 

Project title: COAST Community Resilience Roadmap: Vietnam pilot & Global insights
Country: Mozambique, Philippines, Indonesia and Vietnam (with fieldwork in Vietnam) 
Proposal Submission Deadline : Tuesday, 27 January 2026

Clarification questions: Please submit any clarification questions by Friday, 16 January 2026 to me (Nga_N...@our-coast.com) and copy Benita Schader - Workstream 3 - TA Facility Lead (Benita_...@dai.com). We will respond in batches and share all Q&As with interested suppliers. Questions received after the deadline will not be answered.

Intention to bid: If you plan to submit a proposal for this project, please confirm your interest by replying to this email by Tuesday 13rd of January. This helps us allocate evaluators and manage timelines effectively. Note: Only confirmed bidders will be considered in the evaluation process.

Eligibility Criteria : To be eligible for this technical assistance engagement in Vietnam, applicants must fall under one of the following categories:

  1. Individual Expert(s): Expert or consortium of experts with relevant technical expertise and legal capacity to execute the work in Vietnam. Eligible experts include Vietnamese nationals and international experts holding valid Vietnamese work permits.
  2. Registered Domestic Entity: An organization legally registered and operating in Vietnam with valid business registration documentation.
  3. International Organization with Local Presence: An international organization maintaining a registered representative office or branch office in Vietnam in accordance with Vietnamese law.
  4. International-Local Partnership: An international organization partnering with a legally registered Vietnamese entity under a formal Joint Venture Agreement, which must be submitted with the application dossier. The agreement should include member details, roles and responsibilities, validity, and signatures/seals of all members.

In their proposal, each applicant MUST clearly state which of these categories they fall under. We retain the right to request evidence of this status as part of our evaluation process. Applications from organizations that do not fall into one of these four categories will not be considered. Please include a summary of your status as part of your organization introduction when submitting your proposal.
