Definition of 5' - 3' region in the case of BED file with locations of varying length

Hello,

I am plotting (multiple) files using locations from a bed file.The locations in the bed file are of varying length (300-4000). What is the definition of the 5'-3' region in such a case? For example, will it be the location with the maximum length? Is it documented somewhere?
