Component selection?

Apologies if this question has a really obvious answer. 

Is it possible to select vertices/edges and apply weights to a selection? For example, using the default weight painting tool, I sometimes find it more precise to select a loop and grow selection and flood that section.I can't figure out how to do this with ngSkinTools?

Any advice appreciated!
