I have said it here on Ngmix several times. STATE POLICE. There is no way in the world one single security outfit will adequately manage 160 million people. It is not done ANYWHERE in the world. The only reason they are doing it in Nigeria is for the purpose of allocating money through a single source so that it can fall through the cracks.
