‘Finding Solutions To Violence Within The Family’
What this project is about
Violence upon women within the family in the West of Scotland is a
significant problem. Women are physically and mentally injured,
children are abused, families break up and are trapped in the downward
spiral of poverty. Women’s Action for Stronger Families (WASF) will
lead a collaboration of statutory and voluntary agencies to help find
solutions to violence within some families. The total cost of the
pilot project is just over £2 million.
The Tudor Trust is requested to contribute £330,000 over three years
to support vulnerable women and their children find safety in a
Refuge. This application matches the Tudor Trust’s priority to support
families at risk.
Who we are
Women’s Action for Stronger Families (WASF) is a Scottish registered
non-governmental organisation established in 1996 by a group of twenty
women in Glasgow who had suffered violence within the family. WASF’s
mission is, ‘Protecting women, strengthening families.’ WASF achieves
its mission by working with a network of organisations that promote
zero tolerance of violence and family abuse. The network includes
social work departments, women’s organisations, the police, the
courts, the probation service and civil rights groups. WASF has ten
branches throughout the central belt of Scotland.
Said the Chief Constable of Strathclyde Police Force, ‘Over the past
twelve years WASF’s outstanding work has save hundreds of women from
even greater abuse and enabled many families to overcome their
challenges. We are very pleased to partner with WASF.’
The problems this pilot project addresses
The core problem is violence on women by men within the family. This
results in a number of serious and interrelated problems.
The women, wives or partners, are so physically abused they have often
to be hospitalised. Other battered women conceal their injuries, which
take longer to heal. Women live in fear and lose their confidence. The
physical abuse can result in loss of self-esteem, leading to an
acceptance of abuse.
Children, in the family, may also be abused. They grow up in an
environment of fear. They drop out of school. Some become involved in
the wrong company and put themselves and others at risk. Children, who
observe or receive violent behaviour, often parent in a similar way.
Frequently, families experiencing violence and fear get trapped in the
downward spiral of poverty. The mother may be unable to work. The
father has difficulty holding down employment. The loss of family
income can lead to poor family budgeting and reduced nutrition.
Constant fear and the loss of self-confidence can result in poor
family care and health.
The authorities, social workers, probation officers, school attendance
officers, and the police are frequently unable to intervene
effectively because the women are too afraid to make a complaint.
What we aim to achieve
Over the next three years, we hope to achieve a reduction in family
violence and take steps to prevent abuse within the family.
Objectives
1. By 1 Jan 2010, provide a place of safety in a Refuge in Glasgow for
up to 10 women and their children for periods of up to six months.
2. From 1 Jan 20010 and annually until December 2012, provide family
counselling to avoid family break-up for between 100 and 150 families
in conflict.
3. From 1 Jan 2010, and annually thereafter, to work with the police
and courts to ensure that 25% of men accused of violence on women in
Glasgow will receive appropriate conflict-resolution training for
periods of up to one month, (estimated to be between 40 and 50 men
annually)
4. Enhance 50 abused women’s self-esteem and confidence through a
pilot coaching and mentoring service, between 1 March 2008 and 30
September 2010.
Whom we will involve
WASF will appoint a full time Project Manager for the ‘Finding
Solutions To Violence Within The Family’ programme. The Project
Manager will be responsible for developing the strategy for delivering
the objectives, appointing and supervising staff, liaison and
coordination with external partners, monitoring progress, budget
responsibility, and reporting to donors.
Three care workers will be appointed to run the Refuge. Two part-time
qualified family counsellors will join WASF senior counsellor to
achieve Objective 2. The organisation’s existing team of qualified
social workers, who have professional qualification in conflict-
resolution, will work with the Strathclyde Police force to deliver the
training.
Two trained personal coaches will be contracted to run the pilot
coaching and mentoring services. The Glasgow City Council Social Work
Department will assist with social worker support and specialist
probation officers. The Glasgow Health Board will make psychologists
available for women and their children who require medical and
psychological inputs.
How we shall measure progress
The project will be monitored every six months by a group of four
representing WASF and three of its partners. The Refuge will be
successful if 90% of the abused women and their families feel
sufficiently secure and confident to either return to the marital home
or establish independent living within the six months of stay at the
Refuge.
If 60% of families in conflict successfully stay together after
receiving appropriate family counselling in the first year that will
be satisfactory. By the end of the third year of the project, this
should increase to 75%. Social Work Department records will be the
basis of measure.
If 40% of men attending the conflict resolution training, stop abusing
their families this would be successful. Probation Office data would
be used.
How the project will continue
A variety of funding and support methods will ensure that the project
is sustainable beyond the three-year pilot period.
If this pilot project is successful, Community Scotland has promised
to transfer the ownership of the Refuge building to WASF. The £330,000
provided by the Tudor Trust to support the families living at the
Refuge, will not be required after three years. Expected legislation
will enable families to receive housing allowance from the government
to pay for their accommodation at the Refuge.
After three years, Glasgow District Council and Glasgow Health Board
will absorb their contributions into their core budgets, if the
project proves successful.
Funding of the project
The total cost of the project over three years is £2,033,000. The
Tudor Trust is requested to provide a grant of £330,000 to meet the
cost of supporting the families in the Refuge over three years.
